2. Exhausted domestic remedy (啫係要告到上hk Supreme Court 先, 因為international human rights law 原意係subsidiary, 所以唔可以跨過domestic court, 要比佢地有機會審左先)
3. Non bis in idem (只可以去一個國際平台complaint, 去左ICCPR 就去唔Human Rights Council)
