The ONLY way. sorry to say. Key is moving and have some plan/ targets in mind in case you are stopped and questioned.
For example, on the same street or streets nearby, go for drink1 from Shop1, drink2 from shop2, item3 from shop3, etc...then going back to shop1 for more or going to others shops.... Simply walking without stopping!!
Either window or real shopping is fine. Showing receipts are even better.
I will be very surprised if going for shopping or getting food will break a law!
However, grandpa may have a new interpretation again or create their own "law" out of a sudden.
